The integrating company finished packing the kits on the night of January 27. The decision of the Plenary of the CNE is still pending on whether the election of the Andean parliamentarians will remain until the second round. The printing of ballots for the first round is now complete.

Although there is no decision by the National Electoral Council (CNE) on the possible postponement of the elections for Andean parliamentarians for the second electoral round , the electoral packages will begin to be dispatched to the Amazon and Galapagos today, Thursday, January 28, 2021.

This was the latest possible date for the shipment to begin to the most remote areas of the country. One more day of delay would have caused the packages not to reach the entire Amazon, since many populations only have air or river connections. For this reason, the CNE decided that the integrating company closed the electoral packages for delivery in these areas.

According to the schedule of the electoral process, the shipment to Sucumbíos, Napo, Orellana, Pastaza, Morona Santiago, Zamora Chinchipe and Galapagos had to be done by January 18. The kits for the exterior already left the country between January 25 and 26, also without the Andean parliamentary ballot .

The delivery within the country will begin although there is no official decision of the Plenary of the CNE on the postponement of this election. The Code of Democracy states in its article 89 that the elections for president and vice president, assembly members and Andean parliamentarians will be held on the same day .

But it is impossible to print the ballot for these dignities, since the Social Justice movement still has pending resources that could allow them to participate in that election. The president of the CNE, Diana Atamaint, announced in recent days that today there would be an official decision on the matter .

However, the electoral body has reported that there is no call for the plenary session yet.

The other ballots, ready

The Military Geographical Institute (IGM) reported that on January 28, 2021, the printing of the electoral ballots for the presidential binomial, national assembly members and provincial assembly members ended.

The IGM still has the printing of the 436,070 ballots pending for the popular consultation on water in Cuenca , which will take place in tandem with the first electoral round. The CNE awarded them the contract for USD $74,131.90 on January 26, 2021.
